You need the H (Hazmat) endorsement, which requires passing a written knowledge test and a TSA security threat assessment (background check). The TSA check costs approximately $86.50 and must be renewed every 5 years. If hauling hazmat in a tanker, you also need the N (Tank Vehicle) endorsement, or the X (combination) endorsement covers both.
FMCSA 49 CFR 397.7 prohibits parking hazmat vehicles within 5 feet of the traveled portion of a highway or within 300 feet of a bridge, tunnel, dwelling, or gathering place. The safest option is a truck stop with designated hazmat parking or an industrial area away from residential zones. Never park unattended in a rest area if prohibited by state law.
Immediately: protect yourself, move upwind and uphill if safe, call 911, and then call CHEMTREC at 1-800-424-9300. Do not attempt cleanup unless trained. Provide the shipping papers to responders. The carrier must report certain hazmat incidents to PHMSA within 12 hours using the NRC hotline at 1-800-424-8802.
