Yes, a driver can begin working before all previous employer responses are received, but you must make the inquiries within 30 days of hire and document all attempts. You must have the pre-employment drug test, MVR, medical certificate, and Clearinghouse query completed BEFORE the driver operates.
If the Clearinghouse query reveals a drug or alcohol violation, the driver cannot perform safety-sensitive functions (including driving) until they complete a return-to-duty process with a substance abuse professional. Do not allow driving regardless of the driver's explanation.
A thorough onboarding process takes 3-5 business days. Rushing onboarding to get a driver on the road faster leads to compliance gaps, inadequate training, and higher accident rates. The time invested in proper onboarding pays dividends in retention and safety.
